This implies that the Regional Committee is authorized to approve a detailed plan for the area, despite the comprehensive plan granting approval authority to the local committee for detailed plans within the plan’s boundaries.

What is the planning risk in the Complex 2000, in Rishon LeTsiyon?

Currently, the area serves as a military base called Matzav 24, which constitutes the main experimentation base for the military system. In 2022, an agreement regarding the evacuation of the area was signed between the municipality of Rishon LeTsiyon and the IDF. This marked the first time in municipal history that a city funded the relocation of a military base. According to media reports, the military system committed to vacate at least 1,300 dunams, while the military retains around 9,500 dunams in the area. According to ground and maritime assessments, there are unexploded ordnance, and according to the IDF, there is a suspicion of contamination in a small part of the area due to a fuel station nearby

Given the existing planning uncertainties in the area and considering it is a military zone that requires evacuation and includes areas with significant ecological value, we perceive it as a high-risk investment.

On February 3, 2025, the "Matve 24 Northern Edge" plan was approved for deposit subject to conditions. This plan applies only to the northern part of the complex on land owned by the Rishon LeZion Municipality (Parcel 70 and part of Parcel 108). For clarification, this record does not refer to the full Matve 24 plan.

However, during the discussion, it was noted that the plan is part of a broader vision for the development and preservation of Matve 24 (which seemingly refers to Complex 2000).

The decision suggests that areas not included in the "Matve 24 Northern Edge" plan are expected to be positively impacted, as the current development aims to facilitate the evacuation of the military base and open additional areas to the public, including a nature reserve, forest, and beach.

However, caution is still advised, as the decision also states that the northern part of Matve 24, covered by the plan, is considered to have moderate ecological value, while the southern areas are of higher ecological importance.
