What is the statutory status in The Third Strip Complex – Givat Shmuel?

The Third Strip Complex is designated in the regional master plan as an urban development area, indicating potential for rezoning.

According to Givat Shmuel’s comprehensive master plan, approved in July 2020, the Third Strip Complex (designated as Complex 4) is planned for new urban-style construction, including residential, commercial, and employment uses of up to 25 floors. The complex is expected to include approximately 2,000 housing units, 195,600 sqm for employment, and about 19,500 sqm for commercial use.

The advancement of the plan is being carried out by the government company “Dira Lehaskir” (as stated on the company’s website).

According to the provisions of National Infrastructure Plan TATAL/102 and TATAL/103, two metro lines will pass through the complex, with a metro station located on its eastern side.

As per the guidelines of National Outline Plan TAM”A 70, which establishes development principles for metro station impact zones, it has been determined that in the Third Strip Complex, the building capacity on construction lots will not be less than FAR 7.5 (for areas within the first ring adjacent to the metro station) and FAR 5 for the second ring from the metro station.

In January 2025, Plan 427-1228550 was approved for the complex. The purpose of the plan is to define the area for land reallocation within the Third Strip Complex and to establish provisions stating that the designated land use upon the plan’s approval for reallocation will be based on the zoning in effect under the approved plans at that time, even if the land is expropriated.

Landowners in the expropriated area will have the right to choose whether they wish to receive expropriation compensation or, alternatively, to receive rights within the plan’s designated area.

It is important to note that according to the provisions of National Infrastructure Plans TATAL 102 and 103, the land designations under these plans do not take effect immediately upon their approval but only upon the publication of an expropriation notice under Sections 5 and 7 of the Land Ordinance. Since no such notice had been approved as of the approval date of Plan 427-1228550, our understanding is that lands included in TATAL 102 and 103 will also receive proportional rights in the approved plan for the complex, similar to other parcels within the Third Strip Complex.
