The Bialik complex on the park was approved as part of the approval of plan K/1/427 which is a comprehensive outline plan for the complex approved on 02/19/2016. The plan is a comprehensive plan that cannot be used to issue building permits.
According to its documents, the plan covers an area of 950 dunams and is planned to include 4,739 housing units. The construction proposed as part of the plan is a construction saturated with buildings of between 8022 floors.
The area of the plan includes extensive areas for public needs, including Kiryat Yishuvite High School, a main neighborhood park that complements and connects to the city park, Kiryat Sport, and more.

In August 2023, a meeting was held at the Kiryat Bialik Municipality, where it was determined that the ‘Bialik on the Park’ plan is a deficit plan, as it includes large public open spaces (Shatzapim) but lacks plots designated for employment and commercial purposes that would generate income for the municipality. Consequently, it was decided to promote a new plan to redesign the ‘Bialik on the Park’ complex, as the current plan is not economically viable.
On September 6, 2023, the Haifa District Planning and Building Committee approved the preparation of a new master plan for the ‘Bialik on the Park’ neighborhood (Plan No. 352-0934273).
