In August 2023, a meeting was held at the Kiryat Bialik Municipality, where it was determined that the ‘Bialik on the Park’ plan is a deficit plan, as it includes large public open spaces (Shatzapim) but lacks plots designated for employment and commercial purposes that would generate income for the municipality. Consequently, it was decided to promote a new plan to redesign the ‘Bialik on the Park’ complex, as the current plan is not economically viable.

On September 6, 2023, the Haifa District Planning and Building Committee approved the preparation of a new master plan for the ‘Bialik on the Park’ neighborhood (Plan No. 352-0934273).
